Summary:From the outset, competencies have proposed an alternative to measure the performance of people in relation to the functions and challenges involved in the development of each job; In the public sector, competencies play a key role in the application and development of different personnel management tools, such as competitions or selection processes, function manuals, institutional training plans and performance appraisals, However, public entities do not perform a functional analysis to identify the competencies necessary for the exercise of each job and implement those established in Decree 2539 of 2005, do not respond to the particularities of each job and each entity and do not allow generating or evaluating The behaviors that generate an added value in the exercise of each job for the achievement of the institutional objectives.
