Las diferencias presentes en la sociedad, imposibilitan que algunos sectores accedan en forma adecuada al disfrute del agua potable, sobre todo en aquellas personas que se encuentran en situación de vulnerabilidad y/o pobreza, para quienes, en el municipio de Pasto, desde el año 2017 se implementó el Programa Mínimo Vital de Agua Potable (en adelante PMVAP), cuyo objetivo es otorgar gratuitamente 5 m³ de agua potable de acuerdo a unas metas de cobertura planteadas, propósito que hasta la fecha se ha superado ampliamente. No obstante, el seguimiento institucional ha dejado de lado variables como la afectación al consumo de agua potable en los hogares beneficiarios y la incidencia en la cartera de la empresa prestadora del servicio tras la implementación del PMVAP, convirtiéndose este en el objetivo de la presente investigación, cuyos resultados muestran que el programa mantiene los consumos de los hogares beneficiarios en niveles adecuados para la satisfacción de necesidades, sin estimular derroche del líquido, así mismo se evidenció que el hecho de pertenecer al programa les permite mantenerse al día en sus obligaciones frente a la empresa prestadora del servicio. |
