El abordaje del caso está ligado a un ejercicio de reflexión académica en torno a las dinámicas de organización y movilización ciudadana que han emergido en un contexto de acuciantes condiciones de injusticia y desigualdad en nuestro país. Se rastrean dinámicas y lógicas que permiten que los sujetos actúen desde los márgenes del orden establecido, se hallen en condiciones de vulnerabilidad y lleven a cabo ejercicios de construcción ciudadana con potencial democratizador. Las luchas de sus habitantes en pro de la legalización, remontándose a los orígenes, sustentan dinámicas de autorrepresentación materializadas en el tejido social, estableciendo relaciones de confrontación y dialogo con la institucionalidad política del municipio de Ibagué. Palabras Claves: Marginalidad, vulnerabilidad, ciudadanía, institucionalidadThe present document is the result of the undergraduated work - monograph that dealt with the configurations of citizenship that, in a marked context of marginality and vulnerability, were generated in the neighborhood La Gaviota from Ibagué in 2012-2018. The approach to the case is linked to an academic reflection exercise on the dynamics of organization and citizen mobilization that have emerged in a context of pressing conditions of injustice and inequality in our country. Dynamics and logic are tracked that allow subjects to act from the margins of the established order, to be in conditions of vulnerability and to carry out exercises of citizen construction with democratizing potential. The struggles of its inhabitants for legalization, going back to their origins, support the dynamics of self-representation materialized in the social fabric, establishing relations of confrontation and dialogue with the political institutionality of the municipality of Ibagué.
