description La descentralización en el país se ha venido desarrollando de forma paulatina en los últimos 20 años. Estos cambios en la forma de administración pública hacen que el estudio de las finanzas públicas, la distribución y uso de los recursos sea una fuente de conocimiento de la realidad propia de los departamentos y municipios del país. El punto de quiebre entre el centralismo y la descentralización es la promulgación de la Constitución del 91. Las leyes posteriores buscaron una descentralización controlada de los recursos transferidos desde la nación a los territorios. Es ahí donde el Sistema General de Participaciones entra a regular el uso y la forma de distribución de las transferencias. Estos recursos escasos deben utilizarse para responder a las Necesidades Básicas Insatisfechas de los ciudadanos. Cuando estas demandas no son contestadas de forma efectiva se generan los problemas de ingobernabilidad que experimentan los municipios más pobres del país.

These changes in the way public administration make the study of public finance, distribution and use of resources is a source of knowledge of the actual reality of the departments and municipalities. The breaking point between centralization and decentralization is the enactment of the Constitution of 91.
