Effects of the assignment, and changes in budget implementation in National Institute of Legal Medicine and Forensic Science during the period between the years 2008 - 2012

The Colombian government budget is a primary tool for addressing the distribution of public resources and thereby influence the redistribution of income and expenditure in order to reduce poverty and achieve to reach a region more competitive and achieve development goals and the continuation of the infrastructure in the nation and in each of the governments, as part of a financing sources and tax equity. For Colombia the public budget is the ideal means by which each of the entities that make up the Colombian state and require obtaining state resources are obliged to comply with each and every one of the requirements that the state has imposed to the Constitution and standardizes budget every year in the annual budget Act, to be more efficient purchasing in economic development of the country and internationally to achieve an economy of high level striking. Thus in Colombia, the government budget is supported by principles such as: planning, Annuity, universality, unity cash, comprehensive programming expertise, inembargabilidad, macroeconomic consistency, sustainability and stability Fiscal Autonomy Autonomy Budget and budget. Planning is the medium which undoubtedly influences on the public budget from the Government Programme, POT, MFMP, Development Plan and Multi-Year Financial Plan. Therefore it is essential that proper planning for the budget, so that allocation does not cause subsequent alterations in the normal functioning of the entity. But you should not leave out the effects that are evident because of the budgetary allocation entity suffering because these are able to establish possible scenarios which can be provided through proper management of the budget.
