Summary:This essay aims to know how the hiring takes place in the public sector in the form of reverse auction, ie through bids and sets, as the number of competitors increases as the number of items, considered a minor process in the main process, performing these for each item, taking into account the contractual process to date has been established as an administrative action, detailing through manual processes and procedures with which the District Administration acquires goods and services required for the fulfillment of its mission and social order sent in accordance with the Constitution, governed by the principles established in the Constitution and in the General Contracting Statute of the Public Administration, as well as analyze the impact and incidence of the guiding principles in the form of reverse auction and its applicability and interpretation in public administration.
