Description
Summary:This paper makes a brief tour through the history of the Colombian public university and the factors leading to its financing problems. Then it presents the analysis of the impact of the issuance of Law 30 of 1992 which it gave administrative and financial autonomy to the university, giving these law resources from the national budget to each superior academic institution. This created a deeper crisis in these institutions; and finally a description of how the government as part of the solution in 2013 enacted the Stamp Act 1697 pro Universidad Nacional and the rest of Public universities in order to provide additional resources to invest in infrastructure, leveraging institutional processes behind and give relief to Superior Education centers in this country.
