El documento presenta diversos fundamentos pragmáticos de ¿Por qué se debe fortalecer con prontitud un marco legal paralelo en Colombia, como complemento de la seguridad física en la infraestructura del sector minero-energético?; resaltando la importancia en la economía con respecto al aporte del producto interno, en especial a las grandes inversiones en la actividad alrededor del petróleo crudo, el cual ha contribuido en el crecimiento de la economía y mejora del bienestar de la población, los diferentes esfuerzos realizados por los gobiernos de turno en materia de seguridad, han sido insuficientes y exponen la fragilidad de los esquemas de seguridad física establecidos en los oleoductos debido a la permanente acción del Sistema de Amenaza Terrorista Total SAT-T existente, prevalencia de intereses particulares ocultos, la no actualización tecnológica en materia de seguridad, la precaria aplicación de la justicia, y otros factores que se desprenden de la lectura de investigaciones y trabajos anteriores. |
