As expressed Germán Sánchez Pérez, Director of Department of Economics at the Autonomous University of Colombia, The main problem stems from the environmental issue It was always alien to the economic and always look separately so economists have no environmental or propose benchmarks to assess development models (2012, Page 91). The reflection on the relationship between environment and development emerges by 1972 when in Stockholm (Sweden), the interplay and conflict between environment and development was recognized and it was concluded that although certain natural resources were limited and could be exhausted, for this has not stopped the growth of the alternative would be technological, providing the solution by substitution of productive factors (2012 page 80). In subsequent meetings (Rio de Janeiro) it was recognized that the problems between environment and development exceeds the technical and environmental degradation has social, political and economic implications necessarily and in others, as in Kyoto (1997) specific agreements in which industrialized countries pledged to reduce pollution levels were signed. Colombia has not been immune to this situation and in compliance with provisions of constitutional and legal order takes steps to mitigate the damage caused to the environment as a result of activities related to the production of goods and services. This is the purpose of this investigation, which seeks to determine the importance for public entities formulating district implementation and commissioning of the Comprehensive Environmental Management Plans (CEMP) in the District Capital.

Para esto se llevan a cabo cumbres y congresos en los que se dan cita las naciones para analizar las causas y consecuencias del deterioro del medio ambiente. Como lo expresa Germán Sánchez Pérez, Director de Departamento de Economía de la Universidad Autónoma de Colombia, el principal problema tiene su origen en que el tema ambiental siempre fue ajeno a lo económico y siempre se miraron por separado, así que los economistas no tenían referentes ambientales para evaluar o proponer modelos de desarrollo (2012, pág. 91). La reflexión sobre la relación entre ambiente y desarrollo surge hacia 1972 cuando en Estocolmo (Suecia), se reconoció la interrelación y el conflicto entre medio ambiente y desarrollo, y se concluyó que si bien ciertos recursos naturales eran limitados y podían agotarse, para que esto no frenase el crecimiento la alternativa sería de tipo tecnológico, aportando la solución mediante sustitución de factores productivos (2012, pág. 80). En reuniones posteriores (Rio de Janeiro) se reconoció que la problemática entre medio ambiente y desarrollo rebasa lo técnico y que el deterioro del medio ambiente tiene implicaciones sociales, políticas y necesariamente económicas; y en otras, como en Kyoto (1997) se firmaron acuerdos puntuales en los que los países industrializados se comprometían a reducir los niveles de contaminación. Colombia no ha sido ajena a esta situación y en cumplimiento a disposiciones de orden Constitucional y legal adopta medidas tendientes a mitigar el daño que se causa al medio ambiente como consecuencia de las actividades relacionadas con la producción de bienes y servicios.
