Given that education is a fundamental right universal, it is vital to make a sensible quality in the provision of educational services monitoring, while the allocate public money of a country, collected under various headings for the exclusive use of educating children throughout their childhood and adolescence, allowing them to grant a baccalaureate degree or academic core, forcing authorities to ensure control of the management transparency. In the period between 2003 and 2011 a change of government policy is evident in the Colombian capital, Bogotá DC which starts with a plan of government headed by Mr. Enrique Peñalosa Londoño and ends with Mr. Samuel Moreno Rojas where start is given to projects and political programs "right" focused on privatization or outsourcing occurs, making a transit oriented towards completing projects respond to "left." At this time began the award in education is given, and this policy is maintained for the different mandates. Because education should be a public policy that seeks inclusion and coverage of the target population, it is important to assess their quality, efficiency and effectiveness, as this depends the training of citizens who will be the basis of future generations. However, this paper will try to visualize the advantages and disadvantages brought to the public education sector delivery policy concession schools, in order to provide input for the evaluation of the achievements mentioned by public policy.

However, this paper will try to visualize the advantages and disadvantages brought to the public education sector delivery policy concession schools, in order to provide input for the evaluation of the achievements mentioned by public policy.El diccionario de la Real Academia de la Lengua Española define concesión como “Otorgamiento que una empresa hace a otra, o a un particular, de vender y administrar sus productos en una localidad o país distinto.” Teniendo en cuenta que la educación es un derecho fundamental universal, es de vital importancia realizar un seguimiento juicioso a la calidad en la prestación del servicio educativo, en tanto el destinar dineros públicos de un país, recaudados bajo diversos rubros con el uso exclusivo de educar a los niños en toda su infancia y adolescencia, permitiéndoles otorgar un título de bachillerato básico o académico, obliga a los entes de control a velar por la transparencia de dicha gestión. En el periodo comprendido entre el año 2003 y 2011 se evidencia un cambio de política gubernamental en la capital Colombiana, Bogotá D.C. donde se inicia con un plan de gobierno encabezado por el señor Enrique Peñalosa Londoño y finaliza con el señor Samuel Moreno Rojas en donde se da Inicio de este modo con proyectos y programas políticos de “derecha” enfocados a la privatización o tercerización, haciendo un tránsito hacia la finalización orientada a responder a proyectos de “izquierda”. En este tiempo se da inicio a la concesión en la educación, y se mantiene esta política durante los diferentes mandatos. Dado que la educación debe ser una política pública que busque inclusión y cobertura de toda la población objetivo, es importante evaluar su calidad, eficacia y efectividad, ya que de esta dependerá la formación de los ciudadanos que serán base de las próximas generaciones.
