Principalmente, los problemas de saneamiento básico y entiéndase según la OMS: “como el derecho humano y un elemento fundamental de la prevención primaria para mejorar la salud”. Tradicionalmente el término saneamiento básico está relacionado con el abastecimiento de fuentes de agua potable (para uso y consumo), sin embargo, en las comunidades rurales actuales el acceso a fuentes de agua dependen directamente del suministro de energía.
