| Summary: | This essay is to make an interpretation about the functionality of the statutory law of electoral guarantees, established in 2005, which emerged as a need for equality in the establishment of conditions in periods of presidential election, when the President seeks to be re-elected for a second consecutive period or the Vice President if the President does not go to the re-election and this one is postulated. However the law 996 of 2005, legal parameters are fixed, among other bumps for political campaigns, media, ban for subscription of inter-administrative agreements , handling payments and hiring process during the four months before the elections and until the completion of the second round, if it had instead, which is based on finding the balance of power , promotion of competition. To this extent, it is intended that this regulation will become a useful and efficient regulations.
