Summary:	Nowadays, the health sector is facing a financial crisis due to the limited resources allocated to primary care, , catastrophic diseases weaken economic structures of the EPS attached to the subsidized, since by providing expensive drugs and specialized medical procedures to patients, their leverage is detrimental. As also affiliations of patients which do not provide enough money to support where demand more resources sector which are not obtained or earned in other sectors that contribute enough to provide a service, and this exercise is not self-sufficient, where particular interest exist for such health firms which are more profitable, leaving more dividends to their shareholders. It should be noted that the recovery of the portfolio to the different EPS is not the best in days which makes resources are to be implemented on urgent areas but not the most important for each to improve service, as investment in infrastructure, equipment which can improve the times in the health service and can reduce costs, this has led to contract services to third parties who are not prepared to care for patients, just to improvise a service, the relevant breach, which has led all claims in different areas of health. Many of these contractors of EPS in their respective time are economic problems, such as overdue payroll, utilities, and property leases. It generates a breach with a health service according to the dictates of the respective establishment. Considering this argument, the entities that provide health services, have been involved in lawsuits for non-compliance of their financial responsibilities to both individuals and service providers contractors. Therefore, at the subject of the claims to the accounts designed to raise resources for health. Therefore will develop economic and social implications of the precautionary measures and / or attachments made to accounts earmarked for resource management of the subsidized health.
