Description
Summary:This paper aims to analyze the liquidation of state contracts from three points of view. The first, from the norm; where it will be analyzed from the status of state procurement (Act 80 of 1993) to the Decree 0019 of 2012 (last document addresses the issue). In this first part of the subjectivity of what is intended and what the law actually specifies it is criticized. Second, since the state entity; comparing the standard and the interpretation given these and searching manuals government procurement of twenty (20) entities that obtained the highest score in the ITP rating (score that gives the Transparency Corporation for Colombia, nongovernmental entity that helps the social control several countries). Following this, it is taken as a year of study, the fiscal year 2013; year by law and to date, should have settled all contracts within it. For the above will be asked to these entities, the number of contracts in the fiscal year of study and of those, which were liquidated; also confronting that information contained in the Electronic System for Public Procurement (SECOP). Third, from the control entities, where the Comptroller General of the Republic will be required audit reports of the validity of these entities 2013; in order to verify that there is control on the subject of interest of this essay.
