El primer elemento es la relevante y creciente posición sobre todo en materia económica de Brasil en el escenario geopolítico internacional, el segundo elemento es revisar la relación Brasil – Colombia, mostrándose muy distante históricamente y finalmente el tercer elemento es el leve acercamiento en materia de relación bilateral Colombia – Brasil durante la primera década del siglo XXI y las razones fundamentales que permitieron el acercamiento.
