Basados en esta ruta, se definió que si por diferentes proyectos de utilidad pública e interés social es necesario realizar actividades que impliquen remoción de bosques o cambio del uso del suelo, el área debe ser previamente sustraída de la Reserva. Con base en lo anterior, en el marco de la conservación del patrimonio natural de la nación, en los procesos en los cuales se viabilice la sustracción de áreas de la reserva, se estableció como obligación procesos de compensación. En este sentido, se determinó para la Reserva Forestal Central a través de herramientas de sistemas de información geográfica y métodos de consulta análoga, cuantas sustracciones se presentan, las obligaciones establecidas y el nivel de cumplimiento de las mismas. Encontrando que tan sólo el 15% de los procesos de sustracción de reserva presentan el cumplimiento de la compensación, evidenciándose el detrimento patrimonial de la base natural de la nación. Así las cosas, se planteó mediante diferentes estrategias la solución ante dicha problemática, proponiendo posibles soluciones para el cumplimiento de las obligaciones establecidas en compensación por procesos de sustracción de las Reservas Forestales Nacionales.In the framework of the development of forestry economy and protection of the natural base of the country, seven (7) forestry reserves were established in Colombia through Law 2 of 1959, which sought to promote the economic progress of the nation in accordance with to the forest aptitude of the national soils, without compromising the natural patrimony with which it was counted. Based on this route, it was defined that if for different projects of public utility and social interest it is necessary to carry out activities that involve forest removal or land use change, the area must be previously removed from the Reserve. Based on the foregoing, in the framework of the conservation of the nation's natural heritage, in the processes in which the theft of areas from the reserve is viable, compensation processes were established as an obligation. In this regard, it was determined for the Central Forest Reserve through geographic information systems tools and similar consultation methods, how many abductions are presented, the obligations established and the level of compliance with them. Finding that only 15% of the processes of subtraction of reserve present the fulfillment of the compensation, evidencing the patrimonial detriment of the natural base of the nation.
