| Summary: | A factor of great social and economic importance for Colombia is the management of the non-renewable resources and with major precision the managing of the economic resources from the royalties; from dedicated in the articles 360 and 361 of the Political Constitution of Colombia, this one establishes that the exploitation of a natural resource it was causing in favour of the condition a consideration, for which the managing that is given to these resources is of general interest; In order to identify the guarantees that have the municipalities and departments that they benefit of the royalties to perceive, to glide and to execute projects that adjust to his needs the present document develops, in consequence there will be described the context of the concept of royalties in Latin America, and his impact in the region, taking countries as an example as Chile, Ecuador and Venezuela, in reason to which his legislative models have been modified recently with regard to royalties; once a panoramic sight is established with regard to the region there are identified those aspects that guarantee equity to the municipalities and departments of Colombia under development of the General System of Royalties from the centralization of economic resources. Finally there appear a series of conclusions that they were leading the reader to tending for a social control on the managing of the resources from the royalties and the importance that has for the nation the efficient managing of this source of wealth. |
