| Summary: | This essay wants to show a perspective about the adoption of Plan Contracts as planning and coordination tool between institutions to implement and finance projects. In this way the following paper will analyze its possible economic and social impacts over the thirteen Norte del Cauca municipalities during 2010-2013. This analysis will be elaborated according the National Development Plans and the new territorial organization based in the responsibilities distribution between the Nation, local authorities, and another ones associative local systems as a general purpose of the decentralization. To determine the incidence over the region, the INB and the investment will be analyzed in order to work the strategic development items. |
