Sanitation programs fiscal and financial strengthening and institutional capital district hospitals for achieving the feasibility and sustainability in connection network

Capital District hospitals should have a program to get out of the financial crisis in which they find, this program is mandatory and that they are in medium and high risk which has legal instruments for institutions to overcome persistent situations fiscal and financial deficits, in order to ensure continuity in the provision of health services by implementing administrative reorganization measures, expenditure rationalization, consolidation of liabilities, debt restructuring, capacity revenue, increased productivity, implementation of mandatory quality assurance system and improvement of the processes of capture, consolidation analysis and use of information. Decree 1141 of 2013 regulates article 8 of Law 1608 of 2013, and specifying the roles of national, departmental, municipal district and in the development, viability and monitoring, monitoring and evaluation of the programs of fiscal consolidation that financial shall adopt the ESE categorized in medium and high risk. . This regulatory role of local authorities in technical assistance, support and active participation in the construction of programs and funding stands. In any case the coordination of the interaction with the Ministry of Finance will be made through the departments and districts.
