| Summary: | In the early nineties, Colombia focuses its efforts to decentralize responsibilities Social spending National level, giving the same to the political-administrative units with territorial autonomy. The political-administrative decentralization is closely linked to the formation of the laws enacted by the legislature, and which marked a string of event distribution and participation between the Nation and territories. Imbalances has been established because of these laws that framed the limitations of fiscal and political empowerment of territorial authorities, so the aim of this paper is to point out the inefficient process of fiscal decentralization in Colombia and how the Government has transformed the process of autonomy of territorial authorities merely a process of fiscal consolidation finance of the National level. |
