description La finalidad de este ensayo es dar a conocer el cambio realizado en la estructura de la presidencia de la república de Colombia, durante el segundo período de gobierno del presidente Juan Manuel Santos, en especial el nuevo cargo creado denominado Ministro de la Presidencia (Primer Ministro); el objetivo del cambio, el rol del nuevo cargo, las opiniones generadas y su impacto en la gestión administrativa de la presidencia y como ha sido el comportamiento en otros países de la región de América Latina, donde ya existe esta figura de Primer Ministro. Se busca también evidenciar los beneficios obtenidos con esta medida, conllevando a la reflexión a los gobernantes territoriales, para que creen este nuevo cargo, con el fin de que los alcaldes tengan un ”Primer Secretario” que cumpla el mismo rol del Ministro de la Presidencia, pero a nivel municipal; haciendo uso de la herramienta del Bechmarking
