description El estudio de la burocracia en instituciones públicas y privadas engloba un amplio abanico de ramas de las ciencias sociales y económicas cuyas herramientas han aportado al análisis de la funcionalidad de las estructuras organizativas y de los procedimientos explícitos que la componen; de igual forma, han sustentado, en la teoría, una sólida argumentación del comportamiento de los burócratas como sujetos racionales con intereses particulares. Desde el siglo XVIII, cuando se acuñó está palabra por el francés Vicent de Gournay, hasta finales del siglo XX con estudios matemáticos que intentaron modelar la estructura de las agencias públicas, la burocracia ha sido el elemento medular para el análisis de la racionalidad de las colectividades y su operatividad en el manejo de recursos públicos, la producción de bienes y servicios públicos, y la conducción de proyectos de diversos indoles que albergan, sin discusión alguna, el interés general. Por ello, el ensayo expone los principales planteamientos de corte sociológico como el del renombrado Max Weber, y explora desde el punto de vista teórico de la economía, los principales avances en la modelación matemática de las burocracias como el enseñado por del economista estadounidense, William Niskanen en The Peculiar Economics of Bureaucracy.

From the 18th century, when this word was coined by the French Vicent de Gournay, until the end of the 20th century with mathematical studies that attempted to model the structure of public agencies, bureaucracy has been the core element for the analysis of the rationality of the collectivities and their operability in the management of public resources, the production of public goods and services, and the conduct of projects of various kinds that host, without any discussion, the general interest.
