Summary:The MIPG is a system where 10 of the most important entities that are in charge of transversal management and performance functions at the national level participate fully, these institutions are the following: Ministries of finance and public credit, Ministry of communications, Presidency of the Republic, DNP, DANE, the General Accounting Office of the Nation, Colombia efficient purchase, National Agency for the legal defense of the state, General Archive of the Nation, and the Administrative Department of the public function. The MIPG is not exactly a methodology that provides a standard format of how to do things, but rather a referential framework created so that the executive entities and agencies of the Public sector can monitor their operational management during the execution of their plans and projects. , facilitating transparency and comprehensive management of their budgets by strengthening human talent, streamlining operations, fostering the development of a solid organizational culture and promoting and encouraging citizen participation. The implementation of the MIPG has demonstrated its effectiveness from the fact that it produces very positive effects on the result of administrative management, of the entities that have adopted it as a management model. The MIPG refers in the first instance to Institutional Planning, as the fundamental basis of the company's administrative process, which should guide the investment of its resources in obtaining the maximum social benefit. To achieve this, it has implemented 16 policies that seek to guarantee the administrative efficiency of the state through its application in all the administrative processes of the institutions that benefit from it, these policies have their essence in the search for an efficient, transparent and customer-oriented state. economic and social development, the following are the most relevant elements of each of these policies. On the other hand, Findeter as a state public entity that seeks to overcome market failures and obstacles that territories have traditionally faced when identifying and structuring bankable and executable projects, finds in this system a fundamental tool to boost and extend its activity effectively, which has meant a very important development milestone through the provision of basic infrastructure for the well-being of the communities and the development of the country. As a result of the implementation of the MIPG, the company experienced a very significant improvement in the vast majority of all its financial results and execution indicators, but the most important thing is that a work was carried out to update the Code of Good Governance. Taking into account the provisions of External Circular 028 of 2014 of the SFC. This code establishes and describes the values, policies, mechanisms and instruments, processes and best practices with which the Entity directs, performs and manages its risks, applying a control and monitoring system that ensures transparency, efficiency, effectiveness, and especially, the trustworthiness of stakeholders in the processes surrounding institutional management.
