This regulation seems to be unfair to some public officials who perform low fees and does not allow everyone to have the same opportunities to move up, which is supposed to be the purpose of the Career System. |

Es así que el Estado se convierte en empleador, y uno de lo más apetecidos, pues goza de una buena reputación en cuanto a la estabilidad laboral y la remuneración, pero muchas cosas se ignoran, especialmente en cuanto la forma de ascender y las normas que regulan el sistema.
