En un mundo globalizado donde los países intercambian libremente bienes y servicios para satisfacer las necesidades de consumo y en donde las políticas gubernamentales a nivel mundial tienden a la reducción de aranceles y a la eliminación de barreras comerciales entre los países con el fin de dinamizar el comercio internacional y así lograr que cada una de las naciones pueda producir bienes y servicios que sean competitivos en el resto del mundo basados en calidad, minimización de costos de producción y de logística de distribución, maximización de los recursos tanto físicos como de capital humano y así lograr una competencia justa entre naciones en la cual quien genera la mayor ventaja competitiva es quien haga mejor uso de esos recursos; sin embargo en países como Colombia el gobierno como ente regulador en su propio territorio establece medidas proteccionistas y barreras arancelarias para terceros países con el fin de salvaguardar a un sector que por años ha sido uno de los más representativos y tradicionales y ha contribuido en un gran porcentaje de la economía. Este ensayo plantea las principales teorías del libre comercio, los diferentes conceptos de las Organizaciones Mundiales como la OMC, los fundamentos que tiene el gobierno Colombiano con la implementación de estos mecanismos y los resultados obtenidos hasta el momento con el fin de analizar si se han logrado los objetivos del Estado y la situación actual del sector. |
