| Summary: | This essay analyzes the different theoretical perspectives on public management in local authorities, identifying both the utility and limitations of the concepts and techniques from this orientation, which has been a leading character in state reforms in recent years. This conceptual revision follows that the NPM must be understood as a process of transformation of the state and a central axis for change and modernization of national and regional public administrations. Thus, from this perspective, public authorities or administrations of local authorities have a responsibility to improve the quality of life of the population which they represent and planning community participation in community development projects. In this sense, democratic, participatory and pluralistic planning must be the caraterístico feature of effective governance that ensures the comprehensive development of local authorities. Some conditions to strengthen this democracy and dialogue of knowledge must be validated and discussed with local knowledge and expertise. In summary, this paper discusses the new public management in municipal areas, potential, limitations and scope. Also, the agency deals with territorial change as a local proposal for capacity building that contribute to communities and government teams, visions and reasons for acting locally in articulation between actors, other communities in the regional, national and international level . |
