Description
Summary:Evolution of economic theories about surplus value and its subsequent participation by the State, as a method of urban development financing and changes in land use as a measure of protection of the general good over the particular one, has generated great controversy in Colombia particularly in the landowner, who is in turn the first beneficiary in the chain of usus fructus for surplus value generation. This paper aims to show that participation of the surplus value is a State tool and that their exploration allows development and sustainability for the society. The surplus value will be contextualized within the economic theories compiled by Karl Marx in 1863, it will be framed in the Colombian normativity resulting from changes generated in the 1991 Constituent and the 1997 laws. Contemporary status will be compared with the research work of the Lincoln Institute of Land Policy of 2003 and the results of the different changes in Latin America, in such a way that the reader understands and observes the surplus value method of participation with international benchmarks and focused on the State management as an unexplored tool for transformation, sustainability and development in Colombia.
