Minister of Presidency, New Age in Colombia

The purpose of this paper is to present the changes made to the structure of the Presidency of the Republic of Colombia, during the second term of President Juan Manuel Santos, especially the new position created named Minister of the Presidency (Prime Minister ); The purpose of the change, the role of the new post, the generated views and their impact on the administrative management of the presidency and as has been the behavior in other countries in Latin America, where there is already contained in Prime Minister. It also seeks to demostrate the benefits obtained with this measure, leading to reflection on the territorial rulers to believe this new position, so that mayors have a "First Secretary" fulfill the same role of the Minister of the Presidency but at the municipal level; using benchmarking tool.
