Description
Summary:Public space is a collective right whose protection is an obligation enshrined in the National Constitution , which states that it is the duty the State to ensure the protection of the integrity of public space and its assignment to common use , which prevails over private interests . The public space disorder caused by an individual or by the activities of competent authorities may reach not only violate individual constitutional rights of pedestrians and collective aspirations of use and overall utilization , but also the perception of the community about of the areas that has free access and which does not. Bogota Administration aware of this situation has issued Decree 456 of October 11, 2013 through which it regulates the economic use of public space , which aims to generate resources to ensure the maintenance and preservation of existing public space in the city , through forms of economic exploitation that threaten the integrity of citizens but to be charged to those who use it , equitably by different social sectors that disproportionately harm some segment of the population.
