Este ensayo sobre seguridad portuaria es una reflexión de la problemática que ha vivido Colombia ante el inminente crecimiento de las actividades ilícitas en el sector marítimo. A partir de la liquidación de la empresa Estatal de Puertos de Colombia (COLPUERTOS) en 1991; se dio el surgimiento de nuevos entes administrativos públicos y privados, que permitieron la descentralización de las funciones de los puertos, la regulación bajo parámetros de competencia leal y el ingreso de capital privado. Esta reflexión surge del análisis de la evolución de la seguridad portuaria, convirtiéndose hoy en día en una estrategia de desarrollo económico y una ventaja competitiva ante el comercio internacional al que participa activamente Colombia. La modernización de la infraestructura portuaria y la internacionalización de la economía, dio el surgimiento de una problemática en materia de seguridad portuaria. Las actividades ilícitas, como el narcotráfico y el contrabando, utilizaron este nuevo mecanismo para ampliar su red criminal y extender sus operaciones a todo el mundo. Esto dio el origen a la Dirección General Marítima (DIMAR), encargada de velar por la seguridad integral marítima; este nuevo organismo brindo un mayor control y direccionamiento de la seguridad portuaria minimizando así los posibles riesgos y amenazas que pudiesen afectar el comercio internacional colombiano. |
