The work also suggests as a stance to eradicate this corrupt behavior, the adoption and appropriation -on the development of any activity, role or function- of the principles of efficiency, efficacy and transparency, which can be used as pillars on the dynamic practice of State: the public management; targeting the growth, strengthening and promotion of the public mechanism in Colombia.
