Comprehensive agrarian reform grant for income generation a rural population - INCODER

For the rural sector have designed a number of incentives and instruments theoretically oriented towards sustainable improvement of the living conditions of rural people and especially for small producers . One of these is related to subsidies and incentives granted by the State to support the suitability of land and support the purchase of land by peasants who lacked it , we should not ignore that the rural problem in Colombia has been the source of the major social and economic clashes sector over the last century , and one of the obstacles to the modernization , sustainable development and competitiveness in both rural and the country in general. However, institutional and government efforts to overcome this situation, the poverty and the gap between urban and rural areas have increased in recent decades. That is why this paper is the result of the documentary research to determine what are the main factors that hinder the process of granting the subsidy reform comprehensive income generation to the rural population through the Colombian Institute for Rural Development INCODER - calls - 2011 with 2014 force projection. To which will be announced the most relevant aspects of the investigation concerning the awarding of the grant process, forging a global scenario for the use and possession of the land in Colombia. In the country, the concentration of ownership and the difficulties for land ownership by farmers and barriers to accessing this , in addition to land use conflicts and productive resources. Additionally, the existence and proliferation of illicit activities , particularly drug trafficking , territorial control by illegal armed groups , forced displacement conditions of extreme poverty and increasing environmental degradation are factors that converge in the Colombian rural sector deepening their vulnerability to various problems .
