Summary:The public Universities in Colombia with the, approval of the bill 30 of 1993 and through the administrative and financial autonomy, saw the need to to find alternative funding sources in order to improve both their coverage and quality. This also allow universities to offer better development and research opportunities to the community. It is important to know that public universities allocate most of their resources to cover administrative expenses and frequently do not have enough funding to fulfill other key objectives include in their mission statement. For this reason, public universities created a new funding source through the issue of new stamps 3 which allow them to invest in areas such as Technology, Library, laboratories and physical plants. The stamp funding mechanism was adopted by the Univeridad Distrial Franciso Jose de Caldas and implemented by issuing the “Universidad Distrital Francisco Jose de Caldas 50 anios” stamp
