Socio economic impact of the general system of royalties in Colombia in the biennium 2012-2013

This document is based on the author's interest to describe, compare and analyze the social and economic progress in terms of the regions from the implementation of the General System of Royalties. Collects the legislation has been regulating the distribution and investment management income by way of royalties from the now defunct National Royalties Fund to the emerging system. Clearly defines the roles, functions and purposes of each of the components of the new system. Confront the distribution of resources from the current old system and the impact caused to the economy of the producing regions and non-producing oil. Highlight the social development of the most remote corners of the country and the regional integrity of municipalities, districts and departments. Concludes with alternative routes that allow maximum utilization of system resources.
