In the test the background of the administrative status of the Judicial Branch are exposed from 1810-1991; then the creation of Consejo Superior de la Judicatura in the Constitution of 1991 is addressed; then the administrative changes that raises the government to draft legislation, whereby a reform of checks and balances and institutional adjustment is adopted and other provisions, which leads dictate exposed to provide the Judicial Branch of efficient management and finally the conclusions arise.

Frente a la crisis por la que atraviesa la administración de justicia, materializada entre otros, en congestión, morosidad e impunidad, el Gobierno Nacional tramitó una reforma constitucional que pretende reformar la estructura judicial y establecer quien o quienes administrarán los recursos que asigna el Estado a la justicia y quienes orientarán las políticas del sector.
