El presente artículo tiene como propósito conocer cuáles son los riesgos que se presentan en un Fondo de Servicios Educativos de Bogotá en el manejo presupuestal y que impacto generan en la institución el estudio está fundamentado en la comparación de la ejecución presupuestal de 2 Instituciones Educativas Distritales del año 2013 en la que se conoció y analizó los riesgos que se presentan en el manejo de recursos públicos en los FSE, lo cual se realizó por medio de Observación directa y revisión documental, analizando los procedimientos que se realizan en las Instituciones educativas en el manejo presupuestal. Evidenciando que los mayores riesgos que se presentan en los FSE están generando un impacto negativo en la institución, siendo la toma de decisiones tomadas por el ordenador del gasto y el Consejo Directivo uno de los riesgos más importantes debido a que están direccionadas de acuerdo a los lineamentos dictados por el rector, lo cual se debe a que no poseen los conocimientos suficientes para la ejecución presupuestal, adicionalmente no se cuentan con los respectivos comités que permiten ejercer control sobre el manejo de los recursos. |
