description La producción de desechos sólidos es muy superior al promedio establecido para el estrato socioeconómico del municipio, además los residuos recolectados sin normas o protocolos de seguridad ambiental son insuficientes, el objetivo principal al formular un plan de manejo de residuos sólidos del Municipio de Santiago – Norte de Santander es definir con ello estrategias de valorización, aprovechamiento y disposición final adecuada de los residuos sólidos orgánicos e inorgánicos, se persigue el establecimiento de una Política Municipal que involucre a actores como Administración Municipal, establecimientos educativos, organizaciones comunitarias y sus líderes, representantes de las diferentes entidades municipales de manera que se conforme un bloque donde se sensibilice, y se ponga en practica los programas y normatividad propuestos en el PGIRS, creando una cultura ambiental.

The aim of this paper is to develop a waste management plan according to the problems encountered in Las Lunas’ residential complex, as the lack of conscience of the residents, the desegregation of waste and inadequate conditions has the storage site for different types of waste. From the diagnosis and the counterfoil DOFA, three programs were generated: managing environmentally surely; of awareness, environmental education and socialization and follow-up and control.
