En relación con los pliegos de condiciones para contratar servicios de vigilancia y seguridad privada, se ha ido configurando el fenómeno de la reinversión que, ofrece descuentos sobre las tarifas de servicios del ámbito en comento. El propósito de este ensayo es hacer claridad sobre esta práctica que ha involucrado diferentes actores del mercado de la vigilancia y seguridad en Colombia, a fin de explicar los motivos de su aplicación y, si dado el caso, guardan relación con los lineamientos legales consignados en el Decreto 4950 de 2007 emitido por el ministerio de Defensa Nacional, por el cual se fijan las tarifas mínimas para cobrar los servicios de vigilancia, y demás normas y conceptos compulsados por la Superintendencia de vigilancia y seguridad privada. Para reforzar el contenido del ensayo, se acudió a recopilar las opiniones de expertos en la materia, con la seguridad de que su aporte, fue decisivo para establecer las connotaciones que la autora destacó para presentar al lector, un panorama general relacionado con un fenómeno inquietante relacionado con prácticas contractuales que inciden en el articulado de la contratación de servicios de vigilancia privada en Colombia. |

Para reforzar el contenido del ensayo, se acudió a recopilar las opiniones de expertos en la materia, con la seguridad de que su aporte, fue decisivo para establecer las connotaciones que la autora destacó para presentar al lector, un panorama general relacionado con un fenómeno inquietante relacionado con prácticas contractuales que inciden en el articulado de la contratación de servicios de vigilancia privada en Colombia.In relation to the specifications for contracting surveillance and private security services, the phenomenon of reinvestment has been taking shape, offering discounts on service rates in the area in question. The purpose of this essay is to clarify this practice that has involved different actors in the surveillance and security market in Colombia, in order to explain the reasons for its application and, if applicable, are related to the legal guidelines set forth in Decree 4950 of 2007 issued by the Ministry of National Defense, which established the minimum rates to charge surveillance services, and other regulations and concepts certified by the Superintendence of Surveillance and Private Security.
