| Summary: | A great debate is currently underway in all the countries of the world, where the different States adopt positions and adjust their regulatory frameworks in relation to the emerging market for the production and consumption of cannabis for various application purposes. Although, even the majority of these consider this market as illegal, prohibited regardless of its purposes, they close their borders and continue to attribute this plant as one of the main causes and triggers of the problem of social violence, consumption of psychoactive substances, greater generation of poverty and all the problems derived from the drug trafficking of the substances and extracts of this plant; Every day more countries decide to relax restrictions for different specific reasons. In Colombia, the Government of Ex-President Juan Manuel Santos began the regulation of this new market with the purpose of being destined exclusively for medicinal and scientific purposes, and this analysis study aims to examine in detail the way in which it is currently implemented This regulatory framework, the current level of development of the cannabis market, describe the projections of the potential tax collection and its specific destination to finance the substitution projects for illicit crops in the country. |
