Summary:This document proposes the licit use of the coca leaf as a feasible and convenient option for the Programa Nacional Integral de Sustitución (PNIS). To do so, it analyzes the design and implementation tools of the policy, as well as the legal-institutional conditions in which it unfolds. With documentary analysis as a research tool, three categories of analysis are developed, the first describes and analyzes international regulations on narcotics; the second studies the design of the PNIS, as well as its institutional environment; the third establishes, through the scientific literature, the value and potential the leaf has in the legal market and industry. As a result, the investigation establishes that the coca leaf is a resource with potential that could be exploited by this policy. In this sense, it is recommended that the PNIS include the legal use of the leaf in its intervention model.
