description Background: Science, Technology, and Innovation Policy (STIP) in Colombia has evolved over time, yet significant gaps remain in its alignment with national research structures and the scientific workforce. While scientific production has increased, there is still a disconnect between policy priorities and the realities of the research community. Objectives: This study aims to analyze the relationship between STIP, national research fronts, and the structure of the scientific workforce in Colombia. It explores how policies influence inventive structures and academic production while evaluating the adequacy of traditional academic age criteria. Methods: Network analysis, co-word analysis, and bibliographic coupling techniques were used to assess funding policies and their relationship with research fronts. Public funding calls and bibliometric databases were analyzed to establish correlations between investment in science and research structures in the country. Results: Findings suggest a misalignment between STIP priorities and national research fronts. Although funded research fields have diversified, the composition of the research community remains rigid. Additionally, inconsistencies in academic age classification were identified, underestimating research experience in middle-low-income countries. Conclusions: This study highlights the need to rethink STIP in Colombia to foster better integration between policies, research fronts, and the scientific workforce. It recommends adjusting impact measurement indicators and strengthening the alignment between public policies and the evolving research ecosystem.

While scientific production has increased, there is still a disconnect between policy priorities and the realities of the research community. Objectives: This study aims to analyze the relationship between STIP, national research fronts, and the structure of the scientific workforce in Colombia. It explores how policies influence inventive structures and academic production while evaluating the adequacy of traditional academic age criteria. Methods: Network analysis, co-word analysis, and bibliographic coupling techniques were used to assess funding policies and their relationship with research fronts. Public funding calls and bibliometric databases were analyzed to establish correlations between investment in science and research structures in the country. Results: Findings suggest a misalignment between STIP priorities and national research fronts. Although funded research fields have diversified, the composition of the research community remains rigid. Additionally, inconsistencies in academic age classification were identified, underestimating research experience in middle-low-income countries. Conclusions: This study highlights the need to rethink STIP in Colombia to foster better integration between policies, research fronts, and the scientific workforce. It recommends adjusting impact measurement indicators and strengthening the alignment between public policies and the evolving research ecosystem.Antecedentes: Las políticas de ciencia, tecnología e innovación (PCTI) en Colombia han evolucionado a lo largo del tiempo, pero su alineación con la estructura de la investigación nacional y la fuerza laboral científica sigue siendo un desafío. A pesar del crecimiento de la producción científica, persisten lagunas en la conexión entre la PCTI y las dinámicas de la comunidad investigadora. Objetivos: Este estudio busca analizar la relación entre la PCTI, los frentes de investigación nacionales y la estructura de la fuerza laboral científica en Colombia. Se exploran cómo las políticas influyen en la estructura inventiva y la producción académica, además de evaluar la adecuación de los criterios tradicionales para medir la edad académica. Métodos: Se emplearon técnicas de análisis de redes, co-ocurrencia de palabras y acoplamiento bibliográfico para evaluar las políticas de financiamiento y su relación con los frentes de investigación. Se analizaron datos de convocatorias públicas y bases bibliográficas para establecer correlaciones entre la inversión en ciencia y la estructura de la investigación en el país. Resultados: Los hallazgos sugieren una desconexión entre las prioridades de la PCTI y los frentes de investigación nacionales. Aunque se han diversificado los campos financiados, la composición de la comunidad investigadora sigue siendo rígida. Además, se identificaron inconsistencias en la clasificación de la edad académica, lo que subestima la experiencia investigadora en países de renta media-baja. Conclusiones: Este estudio destaca la necesidad de repensar la estructura de las PCTI en Colombia para fomentar una mayor integración entre políticas, frentes de investigación y la fuerza laboral científica.
