Who is the final user of the educational service? coproduction and definition of actors and service in colombia (1991-2006)

This work describes and analyzes the educational reforms in Colombia in primary and secondary education from 1994 to 2006, taking into account the actors’ engagement and the re-definition of education as public service. In a context of direct or indirect privatization of public education, it becomes interesting to analyze how the meaning of public education is built, its construction as a public service and, especially, the status of “users”, citizens, consumers or clients. The units of analysis are the Colombian educational system and its schools. The units of observation are the Education Secretariats and a small sample of schools in Bogotá -the capital city-, Barranquilla, Soledad and some small villages and rural areas in El Atlántico –a Colombian Caribbean region-, districts in Boyacá and Cundinamarca (central Andean region), where the fieldwork was carried out from 2003 to 2005.
