Tiene como propósito ubicar la temática referida en el contexto de las dinámicas propias de la función administrativa, de sus tendencias y transformaciones a la luz de aproximaciones a nociones como el sistema de fuentes del Derecho Administrativo, la autonomía universitaria y la descentralización. Igualmente, se orienta a plantear las principales tesis y conceptualizaciones definidas por la jurisprudencia sobre el tema, y por último a presentar un breve bosquejo alusivo al tratamiento de la temática planteada en otros países.
