It integrates some qualitative and quantitative techniques to explore the conditions of health and the perceptions that users and community actors have in relation to hypertension. Theoretical-methodological elements of critical epidemiology and epidemiological monitoring were applied. Results, discussion: The influence of the socioeconomic and political context in the process health-disease process and the negative impact of the health reform in the prevention programs are stressed. It highlights the valuation of the users regarding the suburban attention centers and the program as encounter and refuge scenario against solitude and paint, the deficiencies of the social support networks and the weak familiar support in the care of the patients. Conclusions: 83% of the users are women of the third age, their majority (85%) belongs to the low layer, but (50%) of them were not tied to any Health Regime. That explains the destructive processes of their health which should be intervened by epidemiological monitoring. |

Objetivo: Obtener conocimiento de procesos protectores y deteriorantes, determinantes en las condiciones de salud de 160 usuarios del Programa. Metodología y materiales: El estudio es descriptivo-transversal e integra técnicas cualitativas y cuantitativas para explorar las condiciones de salud y las percepciones que usuarios y actores de la comunidad tienen de la hipertensión. Se parte de elementos teórico-metodológicos de la epidemiología crítica y del monitoreo epidemiológico. Resultados, discusión: Se destaca la influencia del contexto socio-económico y político en el proceso de salud-enfermedad y el impacto negativo de la reforma en salud en los programas de prevención. Sobresale la valoración que los usuarios hacen de las instituciones barriales y del Programa como escenario de encuentro y refugio ante la soledad y el dolor; y las carencias de redes sociales de apoyo y el débil acompañamiento familiar en el cuidado de los enfermos. Conclusiones: El 83% de los usuarios son mujeres de la tercera edad. En su mayoría (85%), corresponden al estrato bajo y más de 50% no estaban vinculados a ningún régimen en salud, lo que contribuyó a los procesos deteriorantes de la salud que requieren ser intervenidos colectivamente con el monitoreo epidemiológico.
