RESUMEN: El objetivo de la presente investigación fue explicar, mediante un reportaje escrito, la dinámica de los escenarios de participación la implementación en el programa de Planeación Local y Presupuesto Participativo en el corregimiento de Altavista entre 2017 y 2022. Se utilizó una metodología cualitativa, utilizando principalmente las técnicas periodísticas de la reporteria y la entrevista y el apoyo en documentos normativos e investigaciones del tema. A través de este análisis se escucharon las voces de algunos líderes sociales en el Corregimiento Altavista en Medellín, quienes cuentan sus perspectivas de la historia de la política pública de Planeación Local y Presupuesto Participativo y la percepción de los cambios que ha tenido. Se concluyó que existe una división territorial histórica que afecta el desarrollo de los proyectos, que existen varias tensiones entre los liderazgos a causa del centralismo y los intereses particulares, y que existe falta de formación política y ciudadana para continuar fortaleciendo este escenario. |

A qualitative methodology was used, using mainly the journalistic techniques of reportage and interview and the support in normative documents and research on the subject. Through this analysis, the voices of some social leaders in the Corregimiento Altavista in Medellín were heard, who tell their perspectives of the history of the public policy of Local Planning and Participatory Budgeting and the perception of the changes it has had.
