description ABSTRACT: In Colombia, like in other Latin American countires, in the last years, new changes have been introduced to the health system and developement planning. There are new rules that hold the tension between the implementation of neoliberal policies with economic interests and open competition, and democratic policies that see to overcome the old problems of inequity and exclusion. Development plans for cities in Colombia are not exempt of this conflictives dynamics. This study, conducted by the Citizens Advocacy group for the Development Plan of Medellin, summarizes the results of the City Development Plan for 1995-1997 in the health sector. It highlights the problems and structural conflicts derived from the core of the new health system as well as the strengths, weaknesses and mistakes made by the city's administration.

Hay una nueva normatividad que contiene la tensión entre la implantación de las políticas de corte neoliberal con una impronta de rentabilidad económica y competitividad abierta y las políticas democráticas que buscan superar los viejos problemas de inequidad y exclusión. Los planes de desarrollo de las ciudades colombianas no escapan a esta dinámica conflictiva. El presente estudio, elaborado para la Veeduría Ciudadana al Plan de Desarrollo de Medellín hace un balance de los resultados del Plan de Desarrollo municipal 1995-1997, respecto a los objetivos planteados para el sector salud.
