Summary:ABSTRACT: In Colombia, like in other Latin American countires, in the last years, new changes have been introduced to the health system and developement planning. There are new rules that hold the tension between the implementation of neoliberal policies with economic interests and open competition, and democratic policies that see to overcome the old problems of inequity and exclusion. Development plans for cities in Colombia are not exempt of this conflictives dynamics. This study, conducted by the Citizens Advocacy group for the Development Plan of Medellin, summarizes the results of the City Development Plan for 1995-1997 in the health sector. It highlights the problems and structural conflicts derived from the core of the new health system as well as the strengths, weaknesses and mistakes made by the city's administration.
