RESUMEN: El presente trabajo de investigación se desarrolló en el Distrito de Turbo Antioquia, y tiene como objetivo Analizar la implementación por parte de los dos últimos gobiernos (2016 y 2020) del Distrito Especial de Turbo el eje de “Participación en la Vida Política y Pública” definidos en la Política Pública Nacional de Discapacidad e Inclusión Social 2013-2022. Para ello se utiliza una metodología cualitativa, de enfoque teórico-epistémico Hermenéutico, con una aproximación etnográfica y observación participante. Dicha metodología se desplegó a través de técnicas como la entrevista y relatos de vidas, donde se llevó a cabo una serie de preguntas para poder conversar con las Personas con Discapacidad en compañía de sus cuidadores y del personal de la Alcaldía, con el propósito de adquirir información detallada sobre la construcción y ejecución de la PPDIS del Distrito, además de una detallada revisión bibliográfica de los conceptos claves para poder comprender una correcta aplicación y ejecución de las políticas públicas, sin embargo, la Política Pública de Discapacidad e Inclusión social aún no se ha formulado en el Distrito, lo que lleva a cuestionarnos por entender cómo se está velando por los derechos de las Personas con Discapacidad. |

To this end, a qualitative methodology was used, with a hermeneutic theoretical-epistemic approach, with an ethnographic approach and participant observation. This methodology was deployed through techniques such as interviews and life stories, where a series of questions were carried out to converse with people with disabilities, in the company of their caregivers and staff from the Mayor's Office, in order to acquire detailed information about the construction and implementation of the District's Public Policy on Disability and Social Inclusion.
