It attempts to identify transformations produced in the form of health services, which find their origin in labor and health system reforms; its aim is the preparation of proposals favoring both working conditions and the scientific and technical level. Questions were made on sociodemographic aspects, professional activity, participation in social security and satisfaction at work (Likert´s scale) Findings: 96,7% are women. Main area of work: assistance-administrative, 64%; ambulatory and community, 3,2%, and private practice, 4%. Participation in publications and research, 18,2%. A graduate level of education has been reached by 20,7% of the professionals; 68% take two or fewer continuing education courses every year. Hierarchical dependence is still a nursing department, in 70% of the cases; 73,3% of the resources are located in institutions of a third level of complexity. The modalities of contract and affiliation to the Social Security are better in private institutions; la lack of satisfaction at work is higher in public institutions. Health sector human resource policies have slowed down the progress of nursing in aspects of professional development. The current health service model has deteriorated working conditions. |

The current health service model has deteriorated working conditions.RESUMEN: Estudio descriptivo exploratorio en profesionales de enfermería laboralmente activos. Busca identificar transformaciones generadas en la forma de prestación de servicios de salud, originadas por las reformas laborales y del Sistema de Salud, para gestar propuestas que propicien la participación del profesional de enfermería en mejora de las condiciones laborales y el nivel científico-técnico. Se aplicó cuestionario a 405 profesionales. Se indagó sobre aspectos socio-demográficos, desempeño profesional, vinculación a la seguridad social y satisfacción laboral (escala Likert). Encontrando 96.7% de sexo femenino; área de trabajo principal la asistencia-administrativa 64%, ambulatoria y comunitaria 3.2% y ejercicio independiente 4%. La participación en publicaciones e investigaciones 18.2%, nivel de formación en pos grado asciende al 20.7%, el 68% recibe dos o más cursos de capacitación continuada al año, la dependencia jerárquica continúa siendo un departamento de enfermería en 70% y el 73.3% del recurso se ubica en instituciones de tercer nivel de complejidad. EL tipo de contratación y la afiliación a la Seguridad Social es más favorable en la institución privada. En la pública se encontró mayor tendencia a la insatisfacción laboral. Las políticas de recurso humano en el sector salud han hecho lento el avance de la enfermería en aspectos de desarrollo profesional.
