The complexity derived from the confluence of the new con textual conditions, makes important the constitution of structuring elements that support a contemporary vision; that is to say, renewed and integral of the planning, the development and its necessary interdependence: the planning for the integral development of the territory. La complejidad derivada de la confluencia de los nuevos condicionamientos contextuales, hace perentoria la constitución de elementos estructurantes que soporten una visión contemporánea; es decir, renovada e integral de la planeación, del desarrollo y de su necesaria interdependencia: la planeación para el desarrollo integral del territorio. Es así como emerge la planeación como práctica real y efectiva en tanto se comprende como proceso socio-político, estratégico, normatizado, delimitado temporal y espacialmente, capaz de imaginar, conducir, contribuir, controlar y evaluar la evolución progresiva hacia mejores estadías de desarrollo.
